Eric Homer

Eric Homer brings more than 30 years of experience in public entity, non profit, and tribal risk management to his role as Executive Vice President of Arrowhead Public Entity. Homer will oversee the nationwide program and pool operations, including member services, carrier relations, marketing, board engagement, growth strategy, financial planning, and continuous monitoring of insurance market trends.

He joined Clear Risk Solutions in 1994 and served in key leadership roles across risk management, claims, marketing, and insurance placement before becoming President in 2017. Homer was instrumental in launching and administering six member owned joint self insurance programs and led the legislative effort that enabled joint self insurance for non profits in Washington State.

Throughout his career, he has shaped loss control services, strengthened regulatory and legislative engagement, and built enduring relationships with leading insurance markets. His expertise spans nearly every risk transfer structure used in the sectors he serves.
